About Us

History of CAP
Consumer Advocacy Projects, Inc. was established in 1997 by founder and CEO Ken Cowan.

Fueled by a desire to deliver high quality services to those in need, Ken brought his 15 years of DDD experience to the table, rolled up his sleeves, and worked on implementing after-school services for individuals with developmental disabilities.

What began as a means to connect with and assist families quickly grew to the novel idea that CAP could do more for our clients. With that, the home and community based services program was born, followed shortly thereafter by CAP’s first group home setting in 1999.

Where we are today

Today, CAP is a growing, family-operated company with 33 group homes, two adult day programs, and a large home and community based services program. We employ over 300 qualified team members; service over 35 clients within our HCBS program; and work with more than 85 clients in our group home settings. Our leadership team brings a combined 100 years of service and management experience to the table, while our Direct Support Professionals provide essential day-to-day support and quality services to our consumers.

Our goal is to be one of the pioneering agencies in Arizona that not only exceeds the expectations of our consumers and their families, but initiates change in our community through genuine advocacy.
